Would many interpret this person's "humour" as "arrogant" and acting "wiser" than you?

It does sound a bit odd maybe he was having a bad day or just not happy about being at work. Without being there myself it does seem like a bit of a stretch for you to think it was very condescending. With that said he certainly could have added a Hi, or a Hello to be a bit more proper and formal. It very well may have just been his weird humor or something like that.
