(simple version)Why would a president not support Veterans' care or Katrina victims?

The last administration thought that everything was to cost prohibitive except of course invading other countries. Including providing health care to it's own nations children. That was too expensive, but, hey, let's get rid of the guy who tried to kill daddy.
