Why is Overdrive unable to acquire a license?

I just discovered that my library has eBooks and videos that can be downloaded with Overdrive Media Console on loan. However, when I try to download a video, a dialog box appears that says "Unable to acquire a license to play the selected title." Some sites have suggested doing the Windows Media Player security upgrade, but I did it and still have this problem. What can I do?
